REQUEST, SUGGESTION, INQUIRY

I would like to find a app that will do the following:

Place a transparent line on a text file or page so that I could use it to stay on the line I am reading. Would be really kewl if it could be turned on with a cord or a button on the mouse or even a mouse jester. Would be nice if the line was easy to move or even auto scroll down by itself. You could set the rate at a comfortable read rate.

Any one know of an app like this? I have looked for years ever since my eyes starting to fatigue easier.
