FEBE does not back up NoSquint

Running Win 7, PM current, FEBE 10.2 (current PM version), NoSquint 2.2.1 (in an updating state)

Just this morning, I noticed that FEBE did not back up NoSquint. I also noticed that NoSquint is in a state awaiting an update following a restart. Is this the reason the extension was not backed up? (I have many tabs open for a research project; otherwise, I would just restart PM.)

Yes, most likely that is the reason.

When I start PM, all my previous tabs open automatically. Don't yours? (Tools > Preferences > General > Start up > When Pale Moon starts: > Show my windows and tabs from last time)

Yes, Restart does as you suggest, generally speaking; I have a different preference selected for a fresh start. But I had a lot of videos in mid-view, and I was unsure as to whether a restart would restore them to their respective pause points.
